The applicant is required to fill out an application form and submit it to the Basin Water Board offices (located in Morogoro, Dar es Salaam, or Dodoma), along with the applicable application fee.
Note: Fees vary depending on the type of water use.
The application will be announced in the Government Gazette and posted on notice boards in the offices of relevant District Commissioners.
The Board will solicit opinions from:
Other users of the water source who may be affected by the application, and
The relevant Local Government Authority (Council).
For large-scale projects, approval from the National Environment Management Council (NEMC) may be required to assess potential environmental and social impacts.
The Board will inspect the water source area and collect water samples for quality testing.
According to the Water Resources Management Act No. 11 of 2009, after 40 days have passed since the public notification and consultation, the application can be tabled at the Basin Water Board meeting.
A permit will be issued for applications approved by the Board. The Basin Water Director, who also serves as the Secretary of the Basin Water Board, is authorized to issue or deny the permit based on the Board’s recommendations.
If an application is denied, the applicant has the right to appeal to the Minister responsible for water affairs.
